Raipur : State Government amends Store Purchase Rules : Departments advised to use Government of India's Gem website for official purchases

Gem Website has more than 40 thousand registered users, over 31 thousand products and around 17 types of services

Making amendments in the Chhattisgarh Store Purchase Rules 2002, State Government has directed all the departments to check DGS&D 's website GEM (Government E-Marketplace) at first for purchasing goods for office use. Website address is gem.gov.in. State Government's Commerce and Industry Department has issued notification regarding amendment in Store Purchase Rule 2002, from Mantralaya (Mahanadi Bhavan). It is noteworthy that Government of India's GEM website has more than 40 thousand registered users, over 31 thousand products and around 17 kinds of services.

Officials of Commerce and Industry Department informed that using this website for official purchase will allow purchase of goods at lower prices, as compared to the prices at which goods are purchased through traditional tender method. In the notification issued by Commerce and Industry Department on July 5 , it is mentioned that Chhattisgarh State Industrial Development Corporation (CSIDC) will not do any new rate contract for the goods stated under the appendix-1 of this rule, specifications and rates of which are mentioned in the GEM website of Government of India's DGS&D. However, State Government's Electronics and Information Technology Department will look after the policies, rules and process related to electronics and IT goods purchase and will also do the rate finalization, if required, for government departments, public undertakings, corporations, boards, district and janpad panchayats and urban bodies. List of goods for this purpose will also be finalized by Electronics and Information Technology Department. The goods, the rates and specifications of which are available at Government of India's GEM Website, can be directly purchased from GEM website by the purchaser Department as per the requirement. But for such purchases, purchaser department will have to examine the technical specifications, credibility of the distributor and do minimum price (L-1) finalization all on its own. In the rule 4.3.3 where the estimated cost of the tender has been mentioned as Rs 50001 to Rs 2 lakh, has been hiked to Rs 100001 to Rs 2 lakh, but after 4.3.3 the amendment has been made that the goods with specification and rates available on GEM website, can be purchased through open-tender method or e-bidding or reserve auction.
